Description of work:
WP 4 Realization of a full set of measures proposed in the novel SEC model. Once the new SEC model is established, elaborated and endorsed by the participants, the latter will move towards its implementation, in accordance with the envisioned calendar and the projects budgetary means.
As such, the new SEC model will be implemented on the territory of all participants, namely in C?diz (ES), Martjanci (SI), Cakovec (HR) and Karlovo (BG). One of the most important tasks of this WP will be the establishment of the SMART ENERGY EFFICIENCY HOUSES. Koncar Ltd. will be the leader behind this task having in mind that this is a company with great capacity to carry out the designs of these houses. Koncar is the largest (and basically the only) domestic producer of EE household appliances. The houses will be designed as a display area where the EE household appliances will be available to the public along with the instructions on how to improve energy efficiency by using such appliances. Koncar (with the help and support from the other partners) will encompass commercial agreements in order to be able to provide low interest commercial loans to fund the replacement of the outdated energy equipment (replace them with EE household appliances produced by Koncar). Experience from the project CF-SEP will be taken into account. Having in mind that the new SEC model will be simultaneously carried out in Croatia, Slovenia and Spain (and later on transferred on the territory of Bulgaria) it is clear that Koncar activities are beyond its territorial borders. As for the contracts with the banks, at present, none of the partners has yet a signed contract; the contact points will be set up during the project.
Task 4.0 Encompassing commercial agreement
  • Carried out between the participant Energy Agencies as the intermediates, LAs, suppliers from the SME/LME sector and local credit institutions (low interest commercial loans used to replace the outdated energy equipment)
  • Life Cycle Analyses of the appliances in order determine the need for replacement and the envisioned improvement
  • Replacement and/or instalment of EE and RE equipment, especially the household appliances, financially attractive and feasible (payment at a reduced and/or zero interest rate).
  • The schemes how to successfully set up these commercial agreements will be described and accessible to other followers
  • Wherever similar schemes exist already, a way to exploit or complement them will be elaborated

Task 4.1 Launch of voluntary EE accords
Negotiated accord among the participant Energy Agencies and consumer associations, industry, agriculture and even transport sector.
  • Elaborate codes of good conduct with clear targets for the respective signatories, enforced locally with an objective of instigating the EE and conservation in all sectors of the society, including:
  • Transport: An example of a measure taken in the transport sector would be to familiarize municipal but also public transport and individual drivers with current situation about fuel consumption and all the savings possibilities they have in their hands for energy efficient driving. Other alternatives, such as car sharing, bicycles, walk and switching to biodiesel will also be encouraged and fostered within this issue. Project partners would prepare such solutions and disseminate it within the project awareness campaign and / or the seminar. This measure will be accompanied by the municipal ordinances on the speed limits in the city centres on the territory of the participating partners.  Speed reduction (imposed by the speed limit) helps to achieve constant speeds and leads to a lesser fuel consumption which will allow higher energy savings. As an optional measure the core participants may decide on additional measures such as short presentations coordinated with driving schools in order to promote energy-efficient driving.  Finally, use of the alternative, bio-diesel fuels will also be encouraged within this sector, especially in agriculture.
  • Public buildings: automatic switching off the lights in all public buildings of a particular local authority, municipalities should agree and commit themselves to have at disposal a certain person, who shall check each afternoon / evening if all the lights are switched off, if all the office appliances are turned off (not on stand-by); introduction of energy accountancy and revision of data (about energy consumption) on quarterly basis. In addition, awareness raising actions will be stimulated, which will address the employees of the municipalities to incorporate a more energy-efficient behaviour.
  • Agriculture: taking initiative to foster agricultural waste reproduction for energy production matters; or codes that are in favour of energy crops growing
  • Industry: The same as with public buildings
  • Recruit signatories who commit themselves to the objectives set in the codes of good conduct by means such as taking part in the (general) course of NIMSEC or being invited to the seminars and workshop. Members (or holders, employees - technicians) of the organizations, which will sign the voluntary accord, will be invited also to take part in the general course.

       Conclude agreements and organise signing procedures.
These actions are envisioned to be carried out on the territory of all the partners in Cadiz (ES), Pomurje (SI), Cakovec (HR) and Karlovo (BG). Each country aims at reaching at least one agreement in each of the previously stipulated sector, so in total an amount of 4*4=16 agreements should result.
Energy agencies as core partners in each of the 4 countries involved in the project cover the same geographical and influential territory as other institutions in the same country involved in the project. Therefore, the energy agencies will take over the initiative role to present the agreements (at least one in each sector). Through dissemination by all partners, such initiatives will be spread not only nationwide, but also internationally.

Task 4.2 Pilot initiatives: SMART ENERGY EFFICIENCY HOUSES. The pilot activities will be carried out simultaneously in Spain, Slovenia and Croatia and will involve the following:
  • 30-40 m2 space resembling a real house and equipped with the real household appliances, all with very high efficiency norms and all kinds of sensors and detectors, saving energy.
  • Space will be constructed in such fashion as to permit an easy passage and look around for any interested person.  In case of Slovenia and Spain, an actual house/building will be used while in the case of Croatia, it will rather be the "EE Corner" in relevant fairs and/or large department stores and similar.
  • All pilot initiatives will be exhibited in a public space, accompanied with posters, photos and other promotional material from the other pilot initiatives launched within the project.
  • The exhibitions will be promoted to the public via TV adds, pamphlets, fliers, newspaper adds
  • Once finalized, three of the core partners (LEA, Koncar and APEC) will assist Karlovo in a creation of their own Intelligent House in Bulgaria.
The exhibitions will be long-lasting (6 months minimum in one location in a highly public place)

Task 4.3 2nd Round of Energy Audits (ex-post evaluation) and evaluation of new SEC model.  Conducted by the participant energy service providers and energy agencies. Once the previous task is completed, the 2nd round of energy audits will be performed in order to be able to indicate and quantify the improvements achieved.
  • Quantitative improvement measurement in terms of Kwh or fuel saved.
On the basis of these results, a revision of the new SEC model will be done in order to account for the lessons learned in the pilot actions.

On the basis of lessons learned, a recommendation paper will be carried out by all of the project partners, including guidelines and recommendation for other European territories. The outcome will be a paper of 15 pages in English language.

Full set of concrete marketing, awareness and promotion measures implemented, supporting the functioning of the proposed SEC model among the participants.
