Description of work:
WP 3 will formulate clear 3-pronged strategy aimed at improving current rates of energy efficiency (EE) and Renewable Energy (RE) on the local level on the basis of the outcomes of WP 2. Three-pronged implies that the strategy will focus on three different society sectors deemed as essential: local administrations (including transport), industry/agriculture and general public (residential sector). It will be innovative in a sense that it will go beyond the mere superficial measures and will also penetrate the sectors rarely touched upon, such as agriculture.
The whole strategy will be based on a series of highly visible EE actions led by SOS (as the chief partner), all outlined in the WP 4. These actions will provide the credibility and positive publicity. As such, the latter will also help reaching the designated target groups and give the new SEC model a desired scope, allowing it to become a permanent, long reaching, measure.
Tasks:
Task 3.0 Formulation of a three-pronged energy strategy adapted to the desired SEC model
Task 3.0 will be lead by SOS (Slovenia) since the partner has a long experience in the organization of similar activities. Simultaneously, though, the activity will be supported and co-assisted by the rest of the partners and especially the 4 core partners: APEC (E), LEA Pomurje (SI), REAP (BUL) and REDEA (HR). Among other aspects, the strategy will regulate the following:
- Calendar of the measures to be enacted, short, medium and long term on the local level.
- Principal goals to be achieved and the indicators of their completion.
- Exact sectors where energy efficiency (EE) measures should be encouraged.
- Exact forms of RE to be focused on, allowing for the local differences among the different partners (climate, available RE sources, etc.).
- RE production goals to be reached and their classification by the type of RE, pending their availability in the area in question.
- Exact size, scope and magnitudes of the four (4) EE and/or RE actions to be enacted within the following WP (WP 4).
- Decision on what EE actions to exchange and transfer onto a territory of another partner and/or an entity not belonging to the current consortium.
- Type of concrete market and awareness measures that ought to be promoted.
The methodology of the 3-pronged strategy will be based on desk studies in each country involved.
The results of WP2 concerning the current energy consumption will be studied in each country, and in a desk study effective measures (considering different local conditions and situations) will be identified with the aim to prepare the pilot actions in WP4. Each country will identify activities to improve the situation in the three society sectors. The results will be laid down in the strategy, which will build the framework for WP4.
On the basis of the lessons learned partners will elaborate a recommendation paper as part of the WP4, which will serve other European to derive from our experience (D14).
Outcome of this work package:
Comprehensive, well formulated and precise strategy, including marketing, awareness training and technical tools encouraging the energy efficiency and RE production measures on the local level, especially in buildings, industry, agriculture and even transport through a novel and integrated SEC model.
